Division of Tasks Between the Central Government and Local Self-Governmental Bodies
An Attempt to Define a Set of Criteria

Basically, public tasks can be performed by decentralized bodies or by decentralized, local self-governmental bodies. Which one the legislator prefers may vary depending on the area and period, as this is primarily a matter of state organization. Nevertheless, we may still ask the question: beyond politics, what principles does the legislator use to decide on the location of a given task within the state organization? What factors influence which body performs a given task? In my research, I sought to answer the question of how tasks can be allocated effectively. To this end, I examined the principles and values that I considered to be of paramount importance in relation to the topic, and then attempted to group them. Thus, following this theme in my study, I will first deal with elements outside the law, such as politics and society, and then with principles closely related to the law, which, in my opinion, can provide answers to the questions posed above. The aim of the study is to formulate and establish a set of criteria that can serve as a guideline for legislators.
